L’educazione e la formazione in età adulta è una pratica che risponde al bisogno, nonché al diritto delle persone di coltivare se stessi lungo tutto l’arco di vita in contesti informali, formali e non formali.
İl Ceipes si propone di predisporre percorsi di apprendimento per gli adulti volti al raggiungimento di obiettivi educativi specifici attraverso metodi attivi, propri dell’educazione non formale.
Tra il 4 e l’8 settembre 2017 il Ceipes ha ospitato la visita di studio di una delegazione dell’organizzazione polacca PKPS – Polish Committee of Social Welfare, impegnata nell’ambito delle politiche sociali a supporto delle persone senza tetto e degli anziani nel Paese.
L’obiettivo dell’esperienza è stato quello di conoscere il sistema di welfare attivo nel territorio palermitano, insieme alle tipologie di servizi e le modalità di gestione degli stessi.
A tale scopo sono stati attivati diversi canali impegnati sul fronte dell’inclusione sociale dei senza-tetto e degli anziani, dalle istituzioni, al terzo settore, realizzando degli incontri di discussione e visita degli spazi.
PKPS gestisce un servizio di banco alimentare per le famiglie e gli individui in condizione di svantaggio socio-economico. Per questo è stato interessante confrontarsi con la Fondazione Banco alimentare Sicilia, attiva nell’area occidentale della regione. Entrambe le istituzioni sono beneficiarie dei programmi di finanziamento europei (FESR; FEAD), con similarià e differenza nella gestione quotidiana delle pratiche di lavoro.
L’incontro con l’Assessore alla Cittadinanza sociale e ai Beni comuni, Giuseppe Mattina, ha fatto luce sui diversi servizi di welfare per I senza-tetto e gli anziani e sulle modalità di gestione degli stessi, facendo emergere l’importanza della rete civica locale formata dal privato sociale e dal terzo settore nella compartecipazione alla gestione delle attività.
Le informazioni condivise da parte delle istituzioni hanno facilitato la comprensione delle modalità di gestione e coordinamento del Centro diurno comunale per gli anziani, sito nel quartiere Boccadifalco a Palermo, e del nuovo dormitorio comunale di via Messina Marine.
La visita presso il Centro per gli anziani, guidata dalla Dott.ssa Guastella, assistente sociale responsabile della struttura, è stata un’occasione di conoscenza delle dinamiche socio-culturali del territorio rispetto alla qualità della vita dei cittadini pensionati e spesso in condizione di disagio sociale. L’incontro ha offerto nuovi stimoli al gruppo in visita, in termini di idee ed iniziative.
L’esperienza presso il nuovo dormitorio comunale, gestito dal Centro studi Opera Don Calabria insieme ad altre associazioni partner locali, ha proposto un modello di accoglienza delle persone senza-tetto che punta, non solo al soddisfacimento dei bisogni primari delle persone, ma anche al reinserimento sociale e lavorativo. Tale prospettiva s’inserisce nell’ottica della valorizzazione del capitale umano lungo l’arco della vita, nonché un’opportunità per la comunità sociale.
La visita di studio si è conclusa con l’incontro presso il dormitorio “La danza delle ombre”, gestito interamente dal privato sociale e sostenuto prevalentemente dal terzo settore e dai cittadini.
Alberto Moncada, volontario presso la struttura, ha guidato il gruppo presso I locali che ospitano una media di 600 iscritti, beneficari dei servizi sanitari, legali, di ristoro e supporto psico-sociale. Il gruppo ha potuto conoscere una realtà che riflette le dinamiche della cittadinanza attiva locale, che da anni permette di far fronte all’”emergenza casa” di centinaia di cittadini, autoctoni e non, in condizione di importante svantaggio economic-sociale.
La visita di studio è stata un’occasione di conoscenza per la delegazione polacca e allo stesso tempo per il Ceipes, che ha potuto coltivare ed ampliare il proprio network locale.

Education and training during adulthood is a practice which responds to the need, as well as the right of people, to improve themselves during their whole life-time in informal, formal and non formal contexts.
Ceipes proposes to elaborate learning paths for adults through active- participation methods, typical of non-formal education.
Between the 4th and the 8th of September 2017 Ceipes hosted a study visit by a delegation of the Polish organization PKPS- Polish Committee of Social Welfare, which is involved in the social politics area supporting homeless and seniors.
The purpose of this experience was to learn the Welfare system active in Palermo’s city territory, as well as the kind of services and the management of them.
For this aim, different canals have been opened which are involved in the field of homeless and seniors’ social inclusion field, from the institutions to the third sector, organizing meetings to discuss and visit the spaces.
PKPS manages a “food bank” for those families and individuals in a condition of social and/or economic disadvantage. This is the reason why it has been interesting to have an exchange with Banco Alimentare Sicilia Foundation, active in the occidental area of the region. Both of the institutions receive the benefits of European founds programs (FESR; FEAD), with some similarities and differences in the daily management of the working practices.
The meeting with the social Citizenship and to the Common goods Assessor, Dr. Giuseppe Mattina, shed light on the different welfare services for homeless and seniors and on the methods of management used. It revealed the importance of the local civil network formed by the private and the third sector which are sharing a partnership for the activities management.
Information shared by the institutions made easier the understanding of the management methods and coordination of the public Center for seniors, located in the Boccadifalco area of Palermo, and of the new public dormitory based in the city, in Via Messina Marine.
The visit at the retirement Centre, guided by the Dr. Guastella, social responsible assistant of the structure, has been an opportunity to know the social and cultural dynamics of the territory about the life quality of retired citizens who are often in a condition of social disadvantage. The meeting offered new motivations to the visiting group, in terms of ideas and initiatives.
The experience at the new communal dormitory, managed by the studying centre Opera Don Calabria with other local associations as partners, proposed a model of welcoming for homeless people which points to the satisfaction of people primary needs, as well as the social and working re-integration. This prospective is part of a view to highlight human resources during their whole life-time, which is seen as an opportunity for the entire social community.
The study visit was concluded with the meeting at the dormitory “La danza delle ombre”, entirely managed by the private social and supported mostly by the third sector and by the citizens.
Alberto Moncada, volunteer at the structure, guided the group through the spaces that hosts 600 subscribers on average, who can benefit of the sanitary, legal, refreshment and psycho-social support services. The group had the opportunity to know a reality that reflects the dynamics of the local active citizenship, that since years keeps dealing with the “house emergency” of hundred of local and not-local citizens, in a condition of meaningful economic and social disadvantage.
The visit has been an opportunity of knowledge enrichment for the Polish delegation and for the Ceipes as well, that could cultivate and extend its own local network.
