CoE – European Youth Foundation
Training course ‘Cyber world, Our world:  Developing skills through active participation and awareness raising activities for fighting against hate speech online’
24th of September to 1st of October 2013; Palermo, Italy

Nowadays, the internet is perceived as one of the most powerful tools of communication. Thousands of websites contain materials, which undoubtedly have a great influence on people’s points of views and the way they consider contemporary issues. More and more citizens from all over the world are entering the cyber world which brings not only opportunities but threats as well.

One of the greatest threat is the phenomenon of hate speech. A
ccording tothe Committee of Ministers, it covers all forms of expression which spread, incite, promote or justify racial hatred, xenophobia, anti-Semitism or other forms of hatred based on intolerance. The range of the phenomenon can be observed by analyzing the statistics: While there was only a single racist website in April 1995, the Simon Wiesenthal Center estimated that there were more than 5 000 websites in 2005 in a variety of languages, which promote racial hatred and violence, anti-Semitism and xenophobia around the world. This case shows how important is the issue of hate speech.

The right to freedom of expression is not an absolute right and its boundaries are blurred. Legal guarantee of the freedom of speech requires some restrictions to the exercise of this right. Otherwise all of the wick points of it may be easily used by all of the purveyors of hate.

With our training course we would like to provide the knowledge about the hate speech, in order to help participants to understand the transformative nature of the Internet in terms of giving voice to all of its users and to raise the awareness about the negative results of the phenomenon.
